Fullmer died at the age of 73, on July 10, 2023, in Woodland Hills, Los Angeles following a battle with cancer. He fought for his life but unfortunately, lose to the cold hands of death.

Fullmer was born in Richland, Washington, on April 27, 1950. His father was a nuclear physicist and his mother was a physical therapist. His parents’ names were not disclosed.

Fullmer studied architecture for two years at Washington State University (WSU), from 1968 to 1970. During his second year at WSU, he took a film class and became hopelessly hooked on animation, which motivated him to apply to the California Institute of the Arts (Cal Arts). He was accepted into the animation program at Cal Arts and graduated in 1974 with a Bachelor of Fine Arts degree.
